«Activation is not finished.» (realm_activation_pending)

Symptom

The sign-in page shows «Activation is not finished.» with the detail «The activation code was already used, but the first administrator has not created a passkey yet. Continue with the email and the password chosen during activation; sign-in opens once the passkey exists.» The API answers 403 realm_activation_pending.

Cause

The first administrator used the activation code and chose a password, but stopped before creating the passkey. The organization becomes active only once an administrator passkey exists, so the first fully privileged account never depends on a password alone.

Fix

If you are the first administrator:

1. Open the organization's sign-in page.
2. Sign in with the email and password you chose during activation.
3. Follow the prompt to create your passkey, on a device with a screen lock.
4. Once the passkey is created, the organization becomes active and the console opens.

You do not need a new code: the old code was already used and will not work again.

If you are a user: wait for the administrator to finish this step.

If you are a distributor: the organization shows the status «Activation in progress». Remind the first administrator to create the passkey.

When to escalate

If the administrator forgot the password chosen during activation, or the device cannot create passkeys, the distributor contacts the platform.
